Michael Meyer
President
TDC Development

Mr. Meyer began consulting for TDC Development International in 2003 and was appointed President in July of 2005.  He is responsible for oversight of acquisition and development along with the direction of operations and the refinement of long-term strategy for TDC’s involvement in the United States market.

Prior to assuming the Presidency of TDC Development International, Mr. Meyer was a Global Lead at Accenture, the world’s leading management and technology services organization.  In that capacity, he was responsible for Accenture’s worldwide real estate portfolio and office operations. Before joining Accenture, Mr. Meyer was a Vice President of Tishman Realty & Construction, focusing on hotel development and consulting. In this position, he was the lead executive and negotiator for the City of Miami Beach in the development of two convention center hotels costing on the largest public/private joint venture in the City’s history. Earlier, as an executive at the Port Authority of New York and New Jersey he acted as the Owner’s Representative and asset manager for the Vista Hotel and played a key role in the rebuilding of the hotel after the first bombing of the World Trade Center.

Mr. Meyer holds a BA in English Literature from Oberlin College and an MBA from Harvard Business School.

Howard Hsu
Vice-President
Architecture and Planning

Mr. Hsu has been consulting for TDC Development International on projects for more than 15 years.  He joined the executive team of TDC in 2000 where he now serves as the company’s Vice President, specializing in urban planning, urban design, and architecture.  On high profile, mixed-use developments, Mr. Hsu plays an integral role in managing and overseeing the highly complex design teams necessary for projects of this magnitude.  Prior to joining TDC full-time, Mr. Hsu served as chief architect and project manager for various national architecture and urban planning firms, working on major projects for a diverse range of clients including The New York City Metropolitan Transportation Authority, Continental Airlines, and the University of Chicago.

Mr. Hsu received a Bachelor of Architecture from Chung-Yuan University and an MS of Architecture and Urban Design from Columbia University.

Earle Tockman
General Counsel
TDC Development

Mr. Tockman was appointed General Counsel in June of 2005 of The F&T Group to manage the legal work and to supervise the legal aspects of deal structuring and financing for the family of companies. Prior to joining F&T, Mr. Tockman gained development experience while serving as General Counsel to regional construction companies.  He has also served as senior partner of a New York City private practice firm, specializing in commercial litigation, real estate and corporate law.   Mr. Tockman is a former Assistant Professor of Law at De Paul University Law School, Administrative Law Judge, and has been admitted to the Bar in New York, Illinois, and California.   He is also a Certified Public Accountant (CPA). 

Mr. Tockman graduated from the University of Illinois (cum laude), studying accounting and economics before receiving his J.D. from Northwestern University (cum laude) where he was elected Managing Editor of the Northwestern Law Review.

Paul Teng
Senior Associate
TDC Development

Mr. Teng joined TDC Development International in June of 2004 where he serves as a senior project manager and is involved in land use analysis, as well as planning and design for development projects in America and China.  Prior to joining TDC, he was an associate at Marpillero Pollak Architects and STV Group Inc., where he focused his expertise on large scale urban planning projects. 

Mr. Teng received a Bachelor of Architecture with Distinction from the Southern California Institute of Architecture, and a Masters of Science in Architecture and Urban Design from Columbia University.  Mr. Teng is currently an associate AIA member and NACCP member.
JW Victor
Senior Associate
TDC Development

Mr. Victor joined TDC Development in the fall of 2005. His position at the company spans a wide range of disciplines including financial and deal analysis, junior project management, sales and marketing, and public relations. In his time with the company, Mr. Victor has developed financial models for complex mixed use developments including The World Trade Center Queens at Willets Point and Flushing Commons, served as project manager on various high-profile RFP submissions, and delivered an address on the future of Flushing to the White House Commission on Asian Americans and Pacific Islanders. Before joining TDC, Mr. Victor consulted for a public relations firm in Austin, Texas and worked briefly in the office of Senator Richard J. Durbin in Washington, D.C.

Mr. Victor graduated from Princeton University where he studied philosophy and political theory.
